Wasn't able to remove some CONVENTION issues. But at least removed all the ERROR issues.

I would also recommend to switch away from
augeasproviders_sysctl/augeasproviders_coretopuppet-sysctlinstead. Didn't looked into the details yet, but I am sure it will be possible.
