Bump picocli to 4.4.0

This version has some parser improvements that allow applications to be more strict and reject unknown options as option values ( a feature request @petermr made about a year ago finally landed).

Also has support for abbreviated commands and/or options if we want to use this in AMI.

Thanks very much Remko. picocli is central to how we work. At present I don't recommend abbreviations to the openVirus group as the full names help us understand the science. But they are valuable for power users. P.

Makes sense. Abbreviations can also introduce ambiguity that didn’t previously exist.

In our case probably better to keep that feature switched off.

Done:

• picocli version is now 4.4.0
• Use setUnmatchedOptionsAllowedAsOptionParameters(false) (Your Feature request: disallow option parameter values resembling option names  remkop/picocli#639 feature request was finally implemented in 4.4)
• Configure the picocli-codegen annotation processor in pom.xml, to get better validation: this gives some compile-time errors and warnings for invalid annotations.
