Acceptance criteria:

  • issued_from_year menu contains 1900-{currentYear} from January to August
  • issued_from_year menu contains 1900-{currentYear + 1} from September to December

Starting from September the forthcoming year is automatically added to
the issue from year dropdown list. #42
