Adds a formal way to declare a schema type. Drupal serializers are a loose collection of services defined in a bottom up manner, this means it's very difficult to build explicit UI around knowing what formats we really have and support for a specialized subset of formats.
Not sure if the overhead of the plugin system is the right way to go, but it has advantages of learnability and extensibility
