Balancing Chemical Equations - publish 1.3

The 1.2 branch is ancient, created on 12/10/2018. That has resulted in recurring MR hassles. So a new PhET brand version will be published, which will pick up these new features from main:

• TypeScript
• Dynamic Layout
• UI Sound
• Preferences

On 7/31/24, I address remaining issues related to dynamic layout, confirmed that UI sound is ready to go (see #148), checked pointer areas, etc.

8/9/24 Added to the QA Pipeline.
10/16/24 We started working on BCE PhET-iO, so the dev test was cancelled.

11/4/24 @kathy-phet asked me to publish BCE without PhET-iO. This will happen after the Vector Addition 1.1 suite is published. I'm fairly confident that the in-progress/paused PhET-iO work has not destablized things, but I'll check before I submit to QA.

11/12/24 RC test added to the QA Pipeline.
11/15/24 RC test completed, no issues.

11/15/24 1.3.0-rc.2 deployed to pick up changes to QA credits, see #159 (comment). This RC was not submitted to QA for spot-check testing; I verified the updated credits.

11/15/24 1.3.0 published.

Balancing Chemical Equations 1.3.0 has been published. The 1.2 branch was almost 6 years old, so the purpose of this release was to make MRs less painful, and pick up some of the features that are common to newer sims: dynamic locale, Preferences, UI sound, pan-and-zoom, and TypeScript implementation. This release does not support PhET-iO, alternative input, or description.
