Create build and test for pushes, which will just run GCC 14
small update to BandT for pushes
…on, only in git actions, it hangs when reading in phonon FCs.

For now we drop back to GCC only, this needs to be battled with later to again include clang coverage. |

Attempt to fix CI by adding Eigen::Dynamic to an omp shared list, which currently causes the Clang compiler to fail.
