tidb: fix the name of tidb-max-reuse-chunk and tidb-max-reuse-column (#12557)

This PR modifies the name of tidb_max_reuse_chunk and tidb_max_reuse_column to tidb-max-reuse-chunk and tidb-max-reuse-column.

To keep it consistent with https://github.com/pingcap/tidb/blob/0519e7ee6be916390e5cf1da88ef7dc8f638145e/config/config.go#L301-L304
