Index Issue: pingcap/tidb#11486

These are bad (incompatible) SQL cases:

alter table t discard partition all tablespace
alter table t discard tablespace
alter table t discard partition p tablespace
alter table t algorithm = default, discard tablespace
alter table t algorithm = default, discard partition p tablespace
