1. Minimal reproduce step (Required)

Using calibrate resource in Dashborad without workload running at the same time.

2. What did you expect to see? (Required)

Tell me that the workload in selected time window is too low.

3. What did you see instead (Required)

show Error 1105 (HY000): metrics resource_manager_resource_unit is empty which is confusing to users.

4. What is your TiDB version? (Required)

7.1.0
