*: Use snapshot interceptor to handle temporary table's insert/update/delete

Issue Number: close #28217

What is changed and how it works?

Related to previous pr: #26636

Most of codes of current pr revert the modifications for #26636 because we can update temporary table same as a normal table thanks to pr #28143
