What problem does this PR solve?

Issue Number: close #38882, close #38883

Problem Summary:
Timeout of SyncWaitStatsLoad, fixed by increasing the default wait.

What is changed and how it works?

Manually tested by running each test case 100 times concurrently (before fix ~5-15% failure, after 0 out of 100 failures)
