ddl/ingest: unregister backend after job cancelled #44206

What problem does this PR solve?

Issue Number: close #44205

Problem Summary:

Previously, we unregister the add index job in the step of rolling back. However, for indexes in the "NONE" state, there is no rollback step.

What is changed and how it works?

Unregister backend after job cancelled.
