ddl: alloc global id together with job id

What problem does this PR solve?

Issue Number: ref #54436

Problem Summary:

What changed and how does it work?

• in ddl: combine table/partition/db id allocation with job id #54669 we have combine table/db id together with job id, in this pr we unify all global id allocation with job id, after that we don't need globalIDLock to reduce potential write conflict.
• move table lock handling in TruncateTable into DoDDLWrapper
