backend: add ssl to packet for HandshakeHandler

What problem does this PR solve?

Problem Summary:
Some drivers don't set ClientSSL in the second packet, but the HandshakeHandler wants the real capability.

What is changed and how it works:
Use the first capability for HandshakeHandler.
