as title.
target repository: https://github.com/pipe-cd/actions-gh-release or new one.

Why is this needed:

• /tool/actions-gh-release is not directly related to PipeCD itself. No code dependency on each other.
• Simplify Issues/PRs/ of pipe-cd/pipecd by removing issues/PRs of /tools/actions-gh-release
• Independent release flow for actions-gh-release.
