Follow-up to #3770.

This PR deprecates the support for Bower. It removes the bower.json file and the custom release/publish script to copy all the contents to the release branch.

All future releases will be git-tagged against the master branch.

May have to modify scripts to upload to the /release namespace in S3? I know you could use /master instead, but it might be nice to maintain the namespace since it is pretty descriptive.

@englercj Cool. I added S3 deployment for "release", which is a good suggestion.
