needs checking with Ezer for now, so very rough draft at the moment. Basically added a table to the postgesql page in add services. Not sure about the values in the table though. Need to confirm the names, defaults (eg. utf8 etc) and descriptions.

Just added a table and section to the Postgresql pages on Upsun and Platform detailing how users could set locale-related vars. Would really like an example of how to do this for the users comprehension.
