Scroll position is lost when navigating internally

On https://dash.plot.ly/, if you click an internal link, and then hit the back button in your browser, the scroll position on the original page is lost. You end up at the top of the page.

If you click an external link and then click back, you return to the same scroll position.

Using Firefox 72.0.1 on Linux.

Definitely an issue 👍 .

This is because we override the browser's behavior by scrolling to the top with our single-page-app dcc.Link components.

Here's a library we could use for inspiration https://github.com/taion/scroll-behavior (used by https://github.com/taion/react-router-scroll)

I think we'll be able to solve this in the dcc.Location component, not sure though.
