Brings the latest upstream changes and fix our prml modules "generic asset" and "attestation" to compile and test correctly.

* Add proper `commit_all` to `TestExternalities`

This pr adds a propoer `commit_all` function to `TestExternalities` to
commit all changes from the overlay to the internal backend. Besides
that it fixes some bugs with handling empty dbs when calculating a delta
storage root. It also changes the way data is added to the in memory
backend.

* Add SS58Prefix type to the frame_system config trait

* Remove unused chain_id runtime interface
There was a bug that could make other ss58 tests fail when being
executed with this one in parallel. This test changes the default ss58
version and if other tests are run at the time the default version is
changed, they would fail. To fix this problem, we now run the actual
test as a new process.

With libp2p/rust-libp2p#1886 one is guaranteed
to receive either a `ResponseSent` or a `InboundFailure` event for each
received inbound request via `RequestResponseEvent::Message`. Given this
guarantee there is no need to track arrival times in a best-effort
manner and thus there is no need to use a LRU cache for arrival times.

* client/offchain: Adjust to PeerId API changes
* Do not evict a contract from within a call stack

We don't want to trigger contract eviction automatically when
a contract is called. This is because those changes can be
reverted due to how storage transactions are used at the moment.
More Information:
paritytech/substrate#6439 (comment)

It can be re-introduced once the linked issue is resolved. In the meantime
`claim_surcharge` must be called to evict a contract.

* Init `RuntimeLogger` automatically for each runtime api call

This pr change the runtime api in such a way to always and automatically
enable the `RuntimeLogger`. This enables the user to use `log` or
`tracing` from inside the runtime to create log messages. As logging
introduces some extra code and especially increases the size of the wasm
blob. It is advised to disable all logging completely with
`sp-api/disable-logging` when doing the wasm builds for the on-chain
wasm runtime.

Besides these changes, the pr also brings most of the logging found in
frame to the same format "runtime::*".

Yes it was necessary. The way it was before, MultiCurrencyAccounting had types bound to codec. Then in the generic implementation of it for the generic-asset module, the config's associated types would be assigned to those of MultiCurrencyAccounting. It was while the Config's types had less bounds and weren't bound to codec. That was the reason the latest stable Rust was unhappy when compiling it. I tried to restrict the implementation by introducing a where clause to solve it. However, I couldn't get it working perhaps due to the fact in our case there are several layers of traits in the hierarchy. For example, the type AccountId coming down from the frame_system::Config to primal_generic_asset::Config and then would be referenced in the implementation of MultiCurrencyAccounting for primal_generic_asset::Module. Setting a where clause to restrict AccountId there wasn't an easy job for the compiler.

Ok I recommend trying to build cennzx with this branch to see if it causes any issues, otherwise we're good

@Holygits I could successfully and easily build cennzx by using this branch. The only change that I had to make was:

Then replacing BalanceOf with T::Balance everywhere in that code. IMO the resulting change makes the code read better by avoiding BalanceOf.
