Added functionality to filter for a maximum coverage percentage #383

For a project I am currently working on, I especially want to have a look at variants that do not appear that often.

Since Pm4py only offers a functionality to look at variants which make up about at least a certain percentage, I added a functionality to filter for variants which make up at most x% of all cases.
