Clarification to governance document for quarterly meeting timeline

The purpose of this text is to clarify the timeline by which items must be finalized (not changed) before a quarterly meeting. It adds text to specify that items up for vote or reading must be announced four weeks in advance of the quarterly meeting, and cannot be changed two weeks before the quarterly meeting.
