When retrieving all users in a larger tenant, chances are likely that all the paging that happens will run into throttling as it will only retrieve 100 users per request. I've ran into this with many customers. To lessen the chance of throttling, I have changed the code to request the largest possible batch size so less requests have to be made to fetch all the users.
