This release includes the initial setup, with deployed proxy UCH and dispatcher addresses from https://github.com/open-ibc/vibc-core-smart-contracts. Given the upgradeable proxies, the addresses and channel ID are to be considered stable.

Future improvements are to turn this into an npm compatible package.
