Buildx v0.10 enables support for a minimal SLSA Provenance attestation, which requires support for OCI-compliant multi-platform images. This may introduce issues with registry and runtime support (e.g. Google Cloud Run and AWS Lambda). The current release workflow has recently been timing out, apparently
during the arm64 'generate' make target.

This workflow builds the controller inside Docker, for both linux/amd64
and linux/arm64. The arm64 build is emulated using QEMU, and based on
the logs from previous workflow runs, it may be up to 10x slower than
the amd64 build:

         amd64     arm64
  #519    81.5s    852.2s

  #517    80.2s    853.7s
  #516    79.5s    848.1s

  (elapsed time of the 'RUN CGO_ENABLED=0 make build-go' step)

However, I don't think we actually need to run the entire build process
under emulation. We don't appear to use cgo, so I think it should be
equivalent to build on the host with GOARCH=arm64, and reduce the Docker
build step to just copying the resulting binary into the base image.

Also, it looks like the 'generate' target isn't needed except when
running the tests, so I think we can skip that bit entirely.
