We'll no longer build packages for it as part of a release. I removed the "how to install" directions for it given it's not supported. N.B. Jessie was EOL'd on June 6, 2018 Closes #3062

We currently build packages for Debian Jessie. Jessie stopped seeing official debian support on June 6, 2018. It still has LTS support but note https://wiki.debian.org/LTS "supported by LTS" is a volunteer effort that happens after a version has been End of Life'd. To me, we shouldn't support Debian version once they are end of life'd.
