Exposed missing buffer globals for compatibility

Exposed the following buffer globals to provide a uniform interface on the browser and node environment:

• buffer.Blob
• buffer.File (available since node v18.13, will require us to drop support for v16)
• buffer. kStringMaxLength
• Buffer constants
