I suppose it depends on what you would like to do. The pglib cases follows
a variety of data cleaning and updating procedures, including updating
generation cost functions. The motivations for these changes are discussed
in PGLib report and the NESTA report. I suggest you have a look at those
to better know which dataset you would prefer to use.
I'm confused which data to use for the IEEE-118 case data, MATPOWER or pglib. The former has quadratic costs while pglib seems have linearized them.
