What kind of change does this PR introduce?
Documentation update.

In previous versions of the code, no equipment could be created outside a substation. This was changed in this PR #1796.

In the current version of the code, it is possible to create equipment outside a substation (voltage levels without substations are used to represent tee-points for example).

This PR aims at updating the documentation.

Does this PR introduce a breaking change or deprecate an API?
