Describe the current behavior

The current powsybl-dependency version is 2023.3.0

Describe the expected behavior

The wanted powsybl-dependencies version is 2023.4.0

Describe the motivation

The powsybl-dependencies version used in the viewer has to be updated in particular to take into account bug fixes needed by users.
