Update user card design

Current user card design is quite dated and uninformative, the new one seems much better as well as ready for implementation. Waiting for @arflyte for design revision now

• Implement user group badges (Implement user group badges #22123)
• Update status icon design (Update status icon design #22182)
• Add colour gradients to the level badge (Add tiered level badge colouring #22277)
• Implement combined user group badges (Add CombinedGroupBadge #22280)
• Update the layout for the grid version (Update UserGridPanel layout #22184)
• Update the layout for the list version
• Update the layout for the brick version
• Put additional data in the grid version like ranks? Player rank not displayed in menu #2510

I'd like to have a go at implementing the new design myself
