Type of change
Description of change
As a follow-up to #3966 we needed to update the version of node used by circleCi to at least 10.x (choose 10.9). The upgrade was needed to support the use of the spread operator used by the karma 4 in its workflow.
Correlating this type of change, we're updating the version of node that's needed for the Prebid.js project (from 6.x to 10x) as documented in the
README.md.
