The GitHub convention is to put contributor guidelines into a file named
CONTRIBUTING.md. I took what's on the wiki, freshened it up, and moved it over toCONTRIBUTING.md. Let me know if think any changes are needed.(I'll be taking a pass over
README.mdsoon, and will rework the contributor links and such there when I do.)
