Delete dev branch workflow file #512

Stop using the dev branch workflow and instead work off of master. Docs will be updated with full details, but a rough draft of how it will work:

  • Branch new Prs off of master
  • PRs will be merged into release branches that make sense for the update
  • Releases will be merged into master
  • When a release is out, a new release branch is created for the next minor bump
