Implement unpairDevice API in android and chip-tool (#24127)

* Implement unpairDevice

* Check restyle

* Delete unused file

* Add default value

* Update from review

* Modify from reviewer comments

* Modify from comment

* Fix clang-tidy validation

* Change check state
