Change overview

Move code to update the state after the message is successfully sent.

Testing

TestCASESession covers all the valid test cases for this change. The test suite was recently modified to process responses asynchronously. Before that change, the test suite was failing with this PR. Now it's succeeding.
Also, tested pairing, and cluster commands workflow using chip-tool and all-cluster-app.
