Problem
RS9116 BLE has a static random address even on every boot the BLE address is the same. according to matter specs, BLE Advertising changes it at least on every boot.
Fixes added
Added changes that will set the new address for BLE after every boot for RS9116/RS9117 BLE
Testing
I tested with all combinations of RS9116 and RS9117.
