Should fix tests in modern environments, might break stuff in older Node.js -- this will probably require raising the minimum supported Node.js version.

  • test(dom): Override global.navigator getter
  • Drop intl-pluralrules as unnecessary in modern environments
  • Rewrite tools as ES modules, drop esm dependency
  • Update dev dependencies:
    • c8 9
    • gh-pages 6
    • prettier 3
    • sinon 17
    • jsdom 24
    • rollup 4
    • typescript 5.3
    • typedoc 0.25
    • typescript-eslint 7
  • Apply updated Prettier rules
  • Refresh lockfile
  • Drop fluent-react/example/package-lock.json out of repo

Indeed, the CI tests failed in Node.js 14. So updated the minimum tested/supported version to 18 for all packages.
