Parquet > Add support for the rest of the compression algorithms

• Currently UNCOMPRESSED and SNAPPY (the default compressor) are supported the DBPS code (local and server).
• The rest of the compression algorithms supported by Arrow and Parquet need to be supported to complete the per_value encryption.
