Feature Description

During debugging of #8943, it was found that some of the operations done
during GetBlock() can be optimised further. This issue is to track the fixes.

• GetBlock() - Simple optimisations #9541
• Missing proposal because of DepositsNumberAndRootAtHeight #9610
• headerCache miss in BlockByTimeStamp()  #9609
• Missing block proposal due to StateBySlot() / StateByRoot() #9612
• Mising skipClotCache #9613
• HashTree taking more time #9614

This issue should be closed after all of the above tasks are complete.
