What does this PR do? Why is it needed?
Removes leftover tests intended to assert protoarray behavior. Protoarray was removed per #11455 so we don't need these tests anymore. This also fixes the bazel test build as the removed
TestStore_NoViableHead_Liveness_Protoarraytest was broken. We already have aTestStore_NoViableHead_Livenesstest fordoublylinkedtreeso we don't lose test coverage.
