This PR is a follow-up of #10 and #11. It includes a banner visible in all pages that tells the user that the migration happened, that bpo is now read-only, and has two links to the GitHub issues page (each individual issue will also have a link to the corresponding GitHub issue). It includes a link to the GitHub FAQ too (the page will be added by python/devguide#814, and the link might need to be updated). It should be merged after the migration is completed.
