github action ubuntu-latest is unbuntu-20.04. That image no longer has python=3.6 : https://github.com/actions/runner-images/blob/main/images/linux/Ubuntu2004-Readme.md
This test needs to either specifically choose ubuntu-18.04, or we need to stop running it.

Ah, I see - it's installable, but doesn't come pre-installed. I think I got caught in the 20.04-to-22-as-ubuntu-latest change that just happened.
Still we need to do something. Consider the issue triaged.
