Currently pct install foo.tar.gz only works with a local tar.gz file; it would be useful to install from a remote location (S3 bucket, GH release, etc).

Acceptance Criteria

  • If the tar parameter for pct install includes an https:// prefix, it will attempt to download the tar to a temp folder and then install as normal
  • If the download fails, error
