This reverts commit 2417766, reversing changes made to 7927dcf.
Since puppetlabs/puppet-runtime#864 resolved the
warning: undefining the allocator of T_DATA class SWIG::TYPE_p_selabel_handlefailures seen in seen in RedHat 8 x86_64, RedHat FIPS 7 x86_64, and RedHat 7 x86_64 in CI, #9349 can be safely re-reverted.
