PR labeler bot broken and possibly dead

The PR labeler bot seems to be broken

I actually like this bot, but unless a similar bot exists somewhere else I guess we should just delete this action 😞

can we get it to work with actions/labeler?

Edit: it seems only the label-all workflow used the archived version, so maybe we can just migrate to the one in actions (which kind of is the official place for actions so maintenance should be guaranteed)?
