Also reduced the number of time-points in test_dataset.create_test_data from 1000 to 20 to speedup encoding/decoding tests.

This was causing data to be loaded (e.g., from remote servers) when decoding CF variables.
@akleeman Hopefully this fixes your immediate problem? I wonder if we could write some sort of test to verify that the data is being loaded lazily...
