API Changes

In this release, we unify the way seeds are specified for algorithms that make use of pseudo-random numbers. Before, various keyword arguments (sample_seed, seed, random_seed, and random_state) served the same purpose in different places. These have all been replaced with a single rng argument, that handles both integer seeds and NumPy Generators. Please see the related SciPy discussion, as well as Scientific Python SPEC 7 that attempts to summarize the argument.

@niklassiemer , on on the one hand, thanks to pyiron/actions #42, this should now fail cleaner here. On the other hand, why are we getting to this failure to begin with?? or truncates early in python, so the fact that we got to pattern_is_update_requirement_from_to implies that we already got False on pattern_is_bump_from_to in this line.
Ok, found it.
There was a bug in the centralized CI action where we define (with a default) the variable conda-yml, but then pass the variable conda-env to the update script CLI. Thus, we get the wrong number of arguments because the empty variable doesn't show up.
Fixed here.
