Change vacuum hopper to use virtual inventory instead of hopper #490
Description
Reasoning
- Slightly improved performance due to lack of hopper ticking
- Will allow the inventory to be accessed asynchronously
- Required for Allow setting a filter for vacuum hoppers #489
Will probably need renaming. Not sure what to. (maybe 'Accumulator' and change the block to be, idk, a barrel or something?)
