I propose a simple pip download command, that instead of installing the modules, just downloads the tar.gz archives. I often need to get the tar.gz archives, and instead of leaving the shell and going to PyPI on my browser, it would be really nice if I could use Pip for that.

we have pip install --download which just downloads.
that is likely to be deprecated eventually and replaced with a new pip download, which is covered in #906
