I was looking for this problem myself, and i solved it by disabling IPv6 (or setting priority to IPv4 over IPv6).
If it is not possible to disable IPv6, you can try:
pip --default-timeout=1000 install package-name
it will go slower, but still works

Thanks, @linchiyu for like two months my pip was very slow (hanging at "Starting new HTTPS connection (1): pypi.org:443")

$ time pip.exe install -U pre-commit
...

real    1m4,913s
user    0m0,000s
sys     0m0,031s

After changing the priority to IPv4 over IPv6 it is finally working with proper speed again 😄

$ time pip.exe install -U pre-commit
...

real    0m4,890s
user    0m0,000s
sys     0m0,015s

If other Windows users have the same problem this guide worked like a charm.
